Project Overview

ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners to meet the PEPFAR

goal of 70% of funding to local partners. ACHIEVE is a consortium of leading organizations in the global HIV/AIDS response and organization capacity strengthening, led by Pact. Pact is joined by core partners Jhpiego, Palladium, No Means No Worldwide and WI-HER. ACHIEVE implements a four-year activity (October 2020 to April 2024) which aims: (1) to improve national- and community-level social welfare systems to sustain support for orphans and vulnerable children (OVC) and families affected by HIV and (2) to strengthen the capacity of local organizations to deliver OVC services and (3) to deliver high quality OVC services and DREAMS interventions for AGYW 9-14 years.

Job Objective

  • Serve as an active member of the program team for the implementation of Pact’s
  • Orphans and Vulnerable Children (OVC) project. The Technical Integration Cluster
  • Manager oversees and guides the CSO liaison officer, M&E officer, data, officer, and
  • technical coordinator staff in implementation of the project in the field locations
  • offices listed below. This includes the promotion of quality and timely project
  • management as well as intra- and interdepartmental coordination and collaboration.

Specific Duties and Responsibilities:

  • Support the Director of Zones and CSOs Program Management (DZCPM) to provide technical, operational, and administrative support to project staff and sub grantees at the cluster level and promotes an organizational culture where Pact’s values are practiced.
  • Supports local implementing partners in his or her cluster to develop annual workplans, budgets and budgets notes.
  • Provides strategic leadership, oversight and management for the Cluster office including management of Pact assets at the cluster level.
  • Ensure there is strong collaborative working relationship with LGAs at regional and council levels and with other OVC/MVC and HIV/AIDS partners.
  • Coordinate joint supportive supervision visits with regional governments, Clinical Implementing Partners, and other OVC/MV stakeholders to monitor project implementation progress, quality of service delivered to beneficiaries and data quality.
  • Oversee Pacts cluster level budget including tracking spending, disallowed cost, approve travel request, partner liquidation, approve all cluster expenses, etc.
  • In collaboration with technical advisors, provide technical guidance to ensure high quality integrated technical programing within the cluster.
  • Ensuring full integration of technical components at the cluster level.
  • Receives Quarterly narrative progress reports from CSOs in his or her respective cluster and compile cluster progress report and ensure the same is timely completed and submitted to DZCPM.
  • Supports Pact Grants, Contracts and Compliance team to ensure budgetary controls of sub grantees and provides technical assistance to recipients, as required by the project.
  • Work with Data and M&E Officers to ensure that appropriate data is obtained to produce high quality timely reports.
  • Promote collaboration with the Programs, Grants, Contracts & Compliance, Finance & Administration, and M&E teams within Pact to ensure cross fertilization of ideas and information across and within cluster.
  • In collaboration with Director of Zones and CSOs Program Management, mentors project staff as appropriate in project management, organizational development, community development, and Social Welfare issues.
  • Ensures proper implementation of Pact’s performance management systems for direct reports. This includes proactively addressing performance issues through regular, constructive, and honest feedback, and coaching and identifying necessary staff development needs for direct reports.
  • Maintains a tight and coordinated team that prioritizes learning and developing sustainable and effective relationships with community partners.
  • Ensure staff are supported to deliver quality results in all project implementation activities.
  • Provides mentoring and guidance to the team members and models best practices; advises and trains other team members on, Pact policies, procedures, tools, and methodologies, as needed.
  • Coordinate and continuously build the capacity for staff and sub grantees to work effectively with multi-sectoral stakeholders in the overall development of activities that work to build a systems response to orphans and vulnerable children
  • Represents Pact/ACHIEVE Tanzania Project in public events and meetings and coordinate with other donor funded programs.
  • Frequent travel within the cluster and to Dar es Salaam as needed.
  • Performs other related tasks as needed.

Requirements

Preferred Qualifications and Experience

  • Master’s Degree in Sociology, Public Health, or Economic Development or equivalent and five (5) years’ experiences in project management and delivery.

Required Qualifications and Experience

  • At least 8 years’ relevant working experience of which 5 years at mid-level management.
  • Previous experience managing budgets of 500m TZS annually including proficiency in MS Excel.
  • Previous experience technical staff managing staff from 3 – 8 technical and support staff.
  • Experience with PEPFAR 3.0 funded projects in Tanzania, technical understanding of PEPFAR 3.0 and USAID indicators and managing for performance.
  • Experience in working with international funded projects.
  • Experience in supporting local organizations.
  • Experience in capacity development and organizational development.
  • Experience in at least one of the following technical areas: Economic strengthening, Youth and Adolescent work, Case Management, Bi-Directional Reference, ECD, or Child protection.
  • Understanding of OVC issues and child protection.
  • Willingness to have extensive field travels, previous regional experience and familiarity preferred.
